The U.S. Department of Homeland Security has begun sending emails to Biden program beneficiaries, urging them to leave the country. "Today, the Department of Homeland Security (DHS) began sending notices of termination to aliens paroled to the United States under a Biden-era Cuban, Haitian, Nicaraguan, and Venezuelan (CHNV) parole program," reads a DHS statement on Thursday, June 12, 2025.

"The Biden administration lied to America. It allowed more than half a million improperly vetted aliens from Cuba, Haiti, Nicaragua, and Venezuela, as well as their immediate family members, to enter the United States through these disastrous parole programs; "It gave them the opportunity to compete with American workers and cost them their jobs; it forced career civil servants to promote these programs even when fraud was discovered; and finally, it blamed Republicans in Congress for the ensuing chaos and resulting criminality," said Tricia McLaughlin, Assistant Secretary of State for Administration.

"Ending the CHNV parole programs, as well as the parolees of those who exploited them, will be a necessary return to common-sense policies, a return to public safety, and a return to America First," she added.

According to the DHS statement, "as of 2022, the Biden administration has released more than 500,000 improperly vetted aliens into the United States under the CHNV parole program." President Trump canceled this program, and the Supreme Court upheld the cancellation on May 30, 2025. DHS now informs parole recipients that if they have not obtained legal status allowing them to remain in the United States, they must leave immediately,” according to the statement.

“DHS encourages any illegal alien residing in the United States to self-deport using the CBP Home mobile app. If they do so, they will receive travel assistance and a $1,000 exit grant upon arrival in their home country,” the statement reads.

More than 200,000 Haitian nationals with sponsors have migrated to the United States under this program, whose termination has raised significant concerns among the Haitian diaspora and migrant rights advocates. The security and humanitarian situation in Haiti has deteriorated over the months. More than 5,000 people were killed in 2024, according to the UN. The country has more than a million people displaced by gang violence. Since November 2024, no US-registered aircraft have landed at the Toussaint Louverture International Airport in Port-au-Prince, Haiti's capital. On May 2, 2025, the State Department designated Viv ansanm and Gran grif as international terrorist organizations, the largest gangs responsible for massacres and other crimes against persons, public order, and property in the West and Artibonite, Haiti's two most populous departments.
