The President of the Presidential Transitional Council (CPT), Fritz Alphonse, while referring to "dysfunctions" responsible for the low disbursement rate of resources allocated in the war budget, i.e., 13.7%, attacked Defense Minister Jean Michel Moïse during an interview with a group of journalists on Friday, June 20, 2025.
"I'll give you an example of dysfunction. We issued a decree to make the army a secondary authorizing authority. Until now, the Minister of Defense has never sent the specimen signature of the head of the army to the Ministry of Economy and Finance. This is a problem of dysfunction," explained Fritz Alphonse Jean, who gave another example of dysfunction.
To commit expenditures of a certain amount, procedures must be followed, including the National Commission for Public Procurement (CNMP), the Court of Auditors, the Ministry of Planning and External Cooperation, and the Ministry of Economy and Finance. When you ask for information on follow-up, you're told the file is at the Court of Auditors or the CNMP. It's as if the Villa d'accueil and the MEF don't have a table capable of seating twelve people to analyze the files and make decisions, Fritz Alphonse Jean explained at length.
"It's as if Haiti is like Switzerland or Sweden, where we have all the time we need, even though we have thousands of displaced people, many women and men who have been raped," ranted Fritz Alphonse Jean, who also deplored the loss of senior civil servants.
With the "Biden Agenda," some of the best civil servants have left. There is an atrophy of certain public institutions. In many cases, newly appointed people are unfamiliar with the civil service, explained Fritz Alphonse Jean.
